Adopted by City Council on May 1988, modified on April 2010.

The Saratoga Village Plan lays out the policy framework to:

  • Preserve and enhance the small-scale, pedestrian character, to make the area more inviting to potential shoppers and diners;
  • Preserve and enhance the architectural and landscape quality of the area;
  • Improve parking and circulation;
  • Encourage a traditional town center mix of specialty shops, restaurants, convenience shops, services, and residences; and
  • Conserve historic structures.

Adopted by the City Council on January 2, 1991.

The Saratoga Village Design Guidelines provide the framework for the City to implement the design policies stipulated in the Village Plan. The four major sections are:

  • Pedestrian environment
  • Architecture
  • Landscaping
  • Signage

Saratoga Village Pedestrian Enhancement Plan

The City received a Pedestrian Enhancement Grant from the Santa Clara Valley Transportation Authority to improve patron safety along Big Basin Way while taking into account the unique and historic environment of the Village. Primarily, work will be focused on pedestrian safety improvements and beautification of the Village. 

Some of the planned improvements include:

  • Sidewalk improvements
  • Pedestrian bulb outs
  • Crosswalk lights in the pavement
  • Landscaping
  • Hanging plant baskets (on the light poles)
  • Irrigation
  • Lighting
  • Streetscape furniture

The City of Saratoga won the America in Bloom 2015 Award for the 30-40k population category. America in Bloom is a non-profit organization promoting nationwide beautification through education and community engagement. It encourages the use of flowers, plants, trees, and other environmental and lifetsyle enhancements to create welcoming and vibrant places to live, work, and play in. This award recognizes the City of Saratoga as a national gem.
